arc cant be block by chance to block spells

Are you playing in a party or with minions?

I was under the impression that chained damage will always hit if the initial source hits, the same way Lightning Strike projectiles work when generated from a melee attack. I might be completely wrong though.

arc is the most op spell in pvp with ball lighting.
