Constant FrameTime Spikes, FPS crash, to Client lockup

I've recently built a new pc and installed windows 8.1.

I've come across the same problem daily - lead to a few deaths, and a lot of inconvenience.
I will be playing, and suddenly client locks up, when running fps display I come across the following;http://imgur.com/y63SSMI

You can see the 1k-2k Frame time, 0fps, latency through the roof for a second at a time, sometimes a few seconds. and instant recovery...

I went back and reinstalled my gpu drivers, after a full uninstallation. still occurs.

never had this problem with same GPU in my old pc. compatibility issue with windows 8.1 ? I'm running all settings on low/off, anti is trillinear, and tried both vsync on and off, same problem occurs.

Radeon HD7770 XFX gpu
AMD FX6300 6core 3.5ghz
16gig ram
8.1 64bit
Asus M5A97 R2.0 Mb

Haven't found much on the subject googling for the past few days. would love a redirect to a problem fix etc if there is one.

No crash report to submit either, the client just locks, and unclocks, without crashing to desktop or whitescreen/no-response error.

Spoiler shows integrity failure.... I ran packcheck multiple times - upon reopening poe this is what I'm stuck with - and it won't even open anymore

updating my current problem -
Are you using the Steam client or the Stand-alone client?

If you're using the stand-alone client, I'd recommend running a GGPK Defrag (linked in the Consolidated Technical sticky post) as well as a PackCheck.

If you are using Steam, you should validate your cache/installation for PoE.
As stated in the OP, I have already ran packcheck and I defrag my games once a week as is.

Trying another technical route -
when i rebuilt my pc I didn't update my harddrive.

Old : Seagate Barracuda ST31000524AS 1TB 7200RPM 32MB 6gig
New: WD BLUE 1TB 7200RPM 64MB

Installed windows 8.1 off original disc, clean version. Going to see if this might remedy the situation, because when I bought the barracuda I think win7 was the highest OS out for windows.
GGPK Defrag is not the same thing as a Hard Disk defrag.

What I suggested you run was something built for PoE that compresses the file and corrects some problems that can corrupt the data... when combined with PackCheck it fixes most corruption issues.
fresh install and got to 30% of installing PoE cleanly and got this

Crashed couldnt even download client
Either you have antivirus or some other "security" software running that is causing issues with the download, your hard drive is corrupting the data, or the network is corrupting the data somehow. Alternately, it can also be an ISP cache issue.

My suggestion is to make sure Antivirus and other things are disabled, and if it still doesn't download properly, try connecting to a VPN and use that to attempt to patch. There is a thread in the Consolidated Technical sticky post showing how to set up and use a free VPN (temporarily).

See if any of that helps it download correctly.

Is it always the same file?
seems like it - checking back to the OP and that last one, pretty sure its the same error.

Looks like what you just said matches the troubleshoot in the compiled list - ill email chris with my ISP name etc also just in case.

Going to try to disable and run installer again, I thought it might be the issue. I'll shoot up one more reply with what comes of it- fingers crossed.
FIX;

Framerate spikes cause unknown; Could not fix. GPU driver conflicts with game even when up to date.

OC'ed to give a little extra drive to the gpu to power client, and also switched to performance spec in system setting for power.

Corrupted files;

8gigs of ram were bad of 16gigs (2 of 4 sticks) replaced, and reformated HDD to clean out any extra clogged up files or corrupted files. Download and installation with no problems, Firewall off at the time of install - upon download and installation, reactivated, no problems running game.
