if I remember correctly, the "stun animation" on enemies can be longer if they are chilled right?

Ahem, stun duration is effected by chill and freeze effect. My 2h mace glacial hammer build proved this back in 1.1 or 1.2. Permafreeze/stunlock/chill made it hard for anything to hit it. The combo went Stun/Freeze->unfreeze->still stunned/chilled->Freeze/stunned-> rinse repeat on map bosses. The mace would cut out the freezing part but they would still get stunned for long durations because of chill.

It says "Cannot Knock Enemies Back" but it doesn't say "Cannot Knockback". If I have the knockback direction reverse gloves (Empire's Grasp) can it still pull them towards me?

If I had to guess I would say that would probably still work. It looks like very specific wording.

Also, these seem to be higher in power than other similar uniques in the past.
That sceptre is an amazing offhand.
