Do Nerfs/Buffs For Skills Apply To Mobs As Well?

I have always wondered but I never knew the answer for this question. Whenever GGG makes a balance change to a particular skill whether its a nerf or buff, does that also apply to a mob as well?

Lets say that GGG decided to nerf flameblast in terms of lowering its damage. Its pretty obvious that the changes will be aimed at players who uses flameblast but how would it affect the mobs that uses this skill such as Atziri. Would she also experience the same change that the players do?

And what about Exiles? Do AI players in Hall of Grandmasters get affected by balance changes?

tl;dr monsters have their full set of stats snapshotted, the game doesn't bother permanently associating in-game skills with them.
