Warlord's mark stun %?

Warlord's mark new change reads: "Cursed enemies have an additional 10% chance to be Stunned"

What is this? It means 10% reduced enemy stun threshold or a totally different and completely apart 10%? (meaning a flat 10% chance to stun that applies to anyone that hits the target, even those that don't have reduced threshold or any stun whatsoever?)

I have a stun mara and I don't know if I should use this, or enfeeble/temp chains

*COUGH COUGH*!
its probably the same how endurance charges + Armour work

stun chance is determined with hit vs targets effective max life formula and the 10% from warlords mark is added on the top

edit: stun threshold is something different, it reduces targets effective max life

A hit that deal equal to 40% of Target-Effective-Max-Life have 80% chance to stun (Warlord´s Mark effect is additive with this value).

Reduced Stun Threshold modifiers reduce the target máximum life on stun calculation.

Spoiler
to effectively stunlock endgame bosses you may need have 8k effective damage per hit and 125%RST
