Poison arrow Trapper, does this build still work?

Just found a +3 bow with craftable "Increased damage over time" mod. I used to play RazQ's poison arrow trapper, but they say it got nerfed. Is it true and is this build still viable?

Definitely viable with +3, seen it done - not sure about lower DPS levels though.
