Blood magic+blood rage low life bug or intended?

Linking my quality blood magic to blood rage when on low life increase my attack speed on spectral throw (more than the blood rage increase), which is a known trick. However, the same trick doesnt work to increase my cast speed on my low life arc character. Is this a bug or intended?
