Best freeze skill ?

Im new to game, but wanna build support scion, concentrated for maximum LL+life+life regen and permafreeze. (id like to include artic armor if possible)
Which skills will you suggest ? thank you 120$ ARCTIC SUPPORTER

At level 60 you can use which coupled with Resolute Technique means you never run out of power charges and Cold Snap never goes on cooldown.
