1st time CI build Question

So i'm working on my 1st CI build without using much of a guide other then some basic CI info and so I'm curious as to bandits.

I'm at the normal bandits right now but i'm curious to the rest of them as well (oh I'm doing a Freeze pulse with some crit though probably not max crit)

I'm curious as to which options would be best. Obviously Oak is not needed for this but i'm wondering if since i can't go EB if the 40 mana from alira would be worth it in normal or just get the passive point. In cruel I feel like the cast speed isn't worth it though maybe i'm wrong. And I feel like i will get the power charge from alira in Merc and run 6 charges (not sure if I'll get the one by templar area)

kill all get power charge in merc dont go ci until high 60s early 70s
