Video on second monitor = half FPS

Anytime I open a video on my second monitor my FPS drops from 60 to 30. I do not have this issue with other games, nor do I even have it all the time with Path of Exile (probably 70-80% of the time it happens). I have latest up to date drives, good PC, etc.

Anyone else have this issue or know how to fix it?

Use a frame limiter instead of vsync. That should allow PoE to dip below 60 FPS without it being noticeable.
