Non-crit buzzsaw un-usable?

Hey all, been away from the game for a while, thinking about coming back. Never tried Buzzsaw back when it was strong, so that's what I wanted to do, but it seems like any kind of non-crit buzzsaw is crap these days. Is that perception mostly correct? No way to make it work?

I leveled one of my chars for the 85 challenge as noncrit ele st with focus on evasion + queen of the forest + dreamfeather. Had a ton of evasion (around 50k without jade flask) and movement speed (100+% without quicksilver), but damage was only "ok".

It is viable if done right, but don't expect something groundbreaking from the build.

Not crap but no reason to do it.
