Why are the trio in The Apex of Sacrifice similar to the miscreations in lower Lunaris?

From what I understand, Lunaris creatures (also the boss of The Chamber of Sins) are Piety's miscreations from attempting to create creatures like the Undying in act 3.
Wouldn't the Queen of the ancient Vaal civilization be able to do this successfully? What if Atziri is Piety?? Berek's Grip Ice Spear

Piety has nothing on Atziri in whoreness... Atziri has more hands, more mouths and boobs and all that stuff and can go "4P" when necessary... pretty opie.
