quality 20 bottle vendor offer of 2 Alteration Shards

I have a single bottle with a perfect 20 quality, but the vendor will only offer me 2 alteration shards (it's seething) and not the normal glass blowers bauble. If I add another 20 quality with a few more bottles it will offer the bauble, but not until then. I have always been able to sell q20's for their bauble, whetstone, armor scrap in the past has the formula changed?

Only normal 20% items work for the vendor recipe, if you have magic (seething) you need 40% worth of quality from the items traded.
