I doubt it actually is BiS.
Most "ele damage melee" builds would probably prefer a 500+ DpS mirrored sceptre.
But Catalyst is good enough to make it work, so there's no reason to overspend on such an item.

I just want to see clear speed, single target dps, and survival in that setting. Some builds trivialize that content and I consider them all OP. Like they kill bosses before they can even fire a shot so no dodging is even required.

I would give you a set but i only have a couple left.

I'm not quite sure where you're going with Uber Atziri or what it has to do with this thread.

Even if Windripper were to be the lynch-pin that allows a whole class of builds (fast crit bow) to be able to kill Uber Atziri, there would still be a huge problem in itemization.

The game should never lock a whole class of builds behind a single item. A single build being locked behind an item is understandable (i.e. Mjolner builds can't do anything without Mjolner), but nothing as generic as "attack speed and crit using a bow".

Besides that, Uber Atziri is a miniscule fraction of gameplay. There are hundreds of hours that lead up to Uber Atziri, and allowing people to itemize and think during those hundreds of hours is desirable.
