Static Strike + Reduced duration

I borrowed Reduce duration (35%) from a friend and tried it with Static Strike and it looked like AOE effect triggers faster then without it, could someone confirm this?

Of course; Static Strike has a keyword Duration, which means that it is affected by duration passives and support gems.

Is there any reason one wouldnt want static charges to go off faster?

Not really, but like with storm call, reducing the duration costs a link that could have given you more dps instead.
