Passives with increased defenses from equipped shields a global thing?

As the title asks if I have 30 evasion rating on a shield (not a bonus stat just a main stat) if I get a 30% defense increase of equipped shield it will give me 39 evasion rating?

Defenses include armor, evasion and ES.
