[Win 8.1] DXUTcreate device failed - solutions!

Hi there, I'm aware that this is a common problem, so I have done all I can to fix the issue with known solutions.

Firstly, the error. These are in two different windows:

Could not find any compatible direct3d devices.
DXUTCreateDevice Failed.

Secondly, the circumstances:

I have been playing POE for ages now, but I recently got a new laptop.
The new laptop could run POE fine, until I was forced to update to windows 8.1 from windows 8 (It wouldn't let me say no :/)
I'm now getting these errors.
This tells me that the computer is capable of running the game and doing so reasonably well.

What I've checked:

That Path of Exile is using the correct Graphics Card.
That Path of exile is being run in administration mode.
Deleted that config file many many times.
That my graphics drivers are all up to date.
Re-installed the game (from scratch, which chunked my downloads :/)
Updated direct x from the path of exile game files.
Run DxDiag and come up with everything running fine.

Does anyone have any ideas at all?

Edit: I would attach a dxdiag report, but apparently it's over the character limit!

You can hide it in the spoiler tags.

There are several threads in the www about Win 8.1 and dx issues, like eg this one (last two posts for solutions). Do not use the DxSetup from PoE but rather go there.

Thanks so much, that worked for me perfectly. Well, except when I forgot which graphics card I had and needed to find my user manual.

To quote the person in the first thread that I was kindly linked to:
"don't trust Device Manager to update your drivers correctly"

I hadn't even attempted to pay other games, so that explains why I thought it might be poe related.
