Some one can explain for me?

I build Marauder with wings of entropy (10% change to block applie spells), conjurer boot(20% change to block applie spells) and lazhwar lapis amulet( 50% change to block applie spells) but my character only have change to block attack and change to block spells 29% and 28% ???
I play in standard league.

If you dont pick up chance to block while dual wielding passives on the tree, you wont have high base block chance. Since stone of lazhwar, and rainbowstrides gives Block chance applied to spells, and not flat block chance, youll need to crank up that base block chance from the tree
