Multistrike/Melee splash for CoC

Hey guys. Quick question. Would melee splash help with the proc chance for cast on crit? Not talking about more procs, talking about proc chance. If the main target hit, does not proc, would any afferent target have a chance to proc the cast on crit?

EX:
50% Crit chance 30% cast on crit chance.
I hit the main target, does not proc.
Afferent targets critted by splash, proc or don't have a chance to proc? Is it only the direct hit proc-able?

On every critical hit you make each spell linked with CoC rolls chance to cast separately. So, if you crit ten enemies with splash each of your spells will have ten chances to proc.
