Hello, starting a new duelist what is a good curse to slow down mobs?

Temporal Chains. It slows everything mobs do, attacking, casting spells, movement - you name it.
You might also want to consider Enfeeble - it decreases all damage mobs do to you, decreases their crit chance and crit damage and decreases their accuracy (so if you are evasion based it's probably better) IGN: Smegacore
