EXTREME frame drops on new PC

i7-5820k
16 gigs ddr4
samsung 840 evo ssd
asus strix 970 oc

-nosound and -softwareaudio do nothing for me. When i'm solo frames are at 40-50 with constant stutters to 1 fps.. when i'm in town or mobbing with a party my framerate is like 10 with constant drops to 1.
before i just built this PC i played on a much shittier system (i5 and single 5770) and received MUCH higher framerates.

any ideas? really want to play this game

drivers are updated and aero is disabled
