I downloaded PoE from the webpage, not steam and now I must reinstall windows. My question is if my created characters is saved online? If they're not, where on the PC is the saves if I dont use steam? |

Yes, everything relating to your characters, stash and account are stored on line so there is no need to worry if you do a clean instal(just make sure it's a 64bit OS)
