Your network issues start on the second hop which suggests it's an issue only your ISP can fix. Before you contact them, could you please try restarting your router/modem, disconnecting all cables and plugging them back in again while restarting your computer.

Please try this and then run the WinMTR report again. If your second report is consistent with your first, then you may need to contact your ISP.
