(Rare) Chemists Strongbox not dropping loot - Act 3 - Hedge Maze

After clearing out the Hedge Maze of monsters I went to a Rare (Yellow) Chemists Strongbox with the Reaper's (Revives nearby corpses with Onslaught), Rallying (Waves (a stream) of enemies spawn to defend chest), Quality (was 14% or 18%, I think) and one other mod I can't recall that impacted the loot the Strongbox was supposed to drop, I think.

Upon killing all the monsters tied to the Strongbox it did the animation where it opens up but not a single item dropped out of the Strongbox.

Obviously screenshots probably won't help that much, but I took some of the area anyway just in case,

Not a bug - strongboxes have always dropped zero to whatever # items. That means sometimes it is going to be zero items. Nothing worse than opening an empty yellow box, but it happens.
Do you have a link to an official source confirming this is intended? I haven't been able to find one. That being said, I also opened a Strongbox the other day that didn't spawn enemies, is this also intended?

No - but this has been happening since strongboxes first appeared in the game. There have been countless patches since then, and multiple forum posts about it.

It hasn't been fixed, it doesn't appear in the "known issues" section, and it has been there since the introduction of strongboxes - I have to assume this is as intended until one of the Dev's tells us different.
