So with the new rampage league my characters were defaulted into aforementioned league. My friends whom I was trying to join are in standard league. Is there anyway to arrange a transfer, even a paid transfer?

nope, you need to wait till the league is finished. or make new ones in standard.
If your friends are in standard try get some gear off them and power through, your highest atm is level 18? a few hours maybe a bit more. Ancestral Bond.
