Spell Totem Curse on Hit

For some reason, when I use Arc+Spell Totem + Curse on Hit + Assassin's Mark/Conductivity, the curse linked doesnt seem to be applying. is this a bug or is there some hidden effect im not seeing.

Totems seem not to be able to curse on hit. Wanted to make a split arrow ranged attack totem that curses enemies - no success.
