Added lightning or cold pen? It seems people favor cold pen, but there's also debate on shock?

If you're shocking added lightning is better than pen, unless you're encountering a lot of resist monsters. Level both, use them at the appropriate times.

That sounds good, but I cant have a spare green socket.

Don't use added lightning with freezing pulse. The damage of ald is too small to make it past the shock threshold of monsters with high life. You won't be able to shock rares and bosses in endgame with it. Cold penetration is way better; it always gives 30+ MORE damage.
