Tornado Shot versus Barrage

Barrage: 4 arrows at 40% damage each

Tornado Shot + GMP: 20 arrows at 54% damage each

Balanced?

(Yes, I know you can't hit the same target with all 20 arrows of TS. But surely you can hit them with at least 3 arrows, which is the point at which TS + GMP out-damages Barrage. If you use LMP instead, even just 2 arrows is almost as good as a full Barrage.)
Barrage is single target, whereas tornado shot is not.


4 * 40% = 160% of base damage

3 * 54 = 162% base damage

If you we believe that it does indeed hit three times.

Yes, so Tornado Shot can out-damage Barrage *against a single target*. I don't think hitting a boss with 3+ arrows is unrealistic if you aim just behind the boss (15 arrows flying in random directions, only 2 of which need to hit).

If Barrage is outclassed against single targets, then what is its purpose? Even against neat columns of enemies, where Pierce could make it good, it suffers from the deliberately wobbly aiming.
While there's a good point to be made here, it's a little dishonest to compare a 1L barrage to a 2L tornado shot.

I never really liked barrage.
