AoF and Blackgleam

Hi,
Just curious, playing a burning arrow templar, i know that dmg conversion can't surpass 100% so with AoF and bruning arrow thats 100%. But why does Blackgleam show the highest dps on the tooltip. Lvl 62 and i have found quivers heaps better than blackgleam, yet its still the highest dps one on the tooltip?
