Need Help with Ranger Build Please

Hey Guys. So I got my first character to Merciless and I have been having a rough time so I thought I may ask for external help and input on what's now feeling like a sloppily planned build. Here it is

Now to give you an idea of where i wanted to go, I wanted to go with Elemental Hit and Cold Arrow just out of random thought but i then realized that Fire Arrow has a ton more DPS and Elemental Hit is about as rare as a Unicorn. Also, I realized at about level 50 that Evasion sucks and I had to spec down to Iron Reflexes. Also, being a huge noob i Never put any points into Strength because i figured a Ranger should be based on Dexterity So i had to scramble to up my STR so i could get the full benefit of Iron Reflexes from STR/Evasion gear. I'm also having issues with what spells to use now but my spell choices are:

Burning Arrow
Frenzy
Rain of Arrows
Grace
Anger
Projectile Weakness

Also, while i find i do decent DPS (average with every spell considered is 500) I'm still getting destroyed in places like the Rocky Climb or The Prison. My gear is god awful and the reason for that is, at 52 i started doing Ledge Runs and I'm now 59 and wanting to progress but I can't because the majority of my gear is like 50-55.

All in all I don't think the character is a lost cause but I do have to ask, how do i progress past lvl 59 with only lvl 54 gear and when I can't do lvl 59 content?

Fire Resistance: 30%
Cold Resistance: 74%
Lightning Resistance: 69%
