Act 2 Quest bug please help!

I currently have the quests ("shadow of the vaal and deal with the bandits"). I have killed all of the bandit leaders and none of them will drop an amulet. I have killed them 5 times each total and have tried restarting the game multiple times. Please help as soon as you can.

Try talking to Eramir and see if there is the option to get the apex (assuming you don't already have it).

I have gone to the apex and it says that I need a triangle key

No, the apex is the key. You need to bring that to the altar. Eramir gives it to you.

What does it say in your quest log to do? It should tell you exactly what you need to do. So what does it say?

The 'Deal with the bandits" quest says "You have killed Kraityn but Alira and Oak continue to harass the Forest encampment. Eramir will reward you with a bonus passive skill point" I have gone through all of Eramir's dialogs and nothing happens. The second quest is "Shadow of the Vaal" and it says "Obtain the amulets of the bandit lords oak, kraityn and alira to find a clue to activating the dark alter. **Note I do have Kraityn's amulet** Also I allied with him at the beginning of the act then later decided to kill him because the other bandit leaders will not drop their amulets, also I tried dropping his amulet and then killing the bandits again to see if I could somehow restart the quest and nothing worked.

Also I did go to the apex and I tried clicking the altar and it said that I needed a triangle key, but that was before I realized that there was a problem.

The quest says exactly what needs to be done. You have killed Kraityn and got his amulet. Now you need to decide if you're going to kill Alira or Oak or both. After you decide, go do it. I'm not understanding your problem. So let's start with this: which reward do you want? Your choices are 40 life, or 40 mana, or a skill point. If you help Oak, you kill Alira, get her amulet, then talk to Oak he gives you 40 life and the key. If you help Alira, you go kill Oak, get his amulet, and go talk to and help Alira and she gives you 40 mana and the key. If you kill them all, you kill Alira, get her amulet, kill Oak, get his amulet, and take all 3 amulets to Eramir and he gives you a skill point and the key. This completes the Deal with the Bandit quest and allows you to do the Shadow of Vaal quest because no matter which bandit reward you chose, you get the key to put in the Altar.

That's just the thing, they wont give me the keys. I have done exactly as you said but no keys

You have killed Oak and Alira? I think you may be mistaken. Unless you're doing them in the wrong difficulty, they would give you the amulets. Can you make screenshots showing the camps with the dead bandits? When you talk to Oak and Alira, are you selecting "kill" for each one?
