It does. It's blank on purpose. That's it's flavor text. Tabla Rasa means "blank page" basically.

The whole point of the item was to have as little stuff displaying as possible. No stats, no armor/ev/es, no flavor text etc. They actually had to specifically code it NOT to show the mods on this item. And this is also why you shouldn't use armourer scraps on it since the quality bonus does nothing except spoil the effect.
