Best Base/ilvl To Craft 1h Sword/axe??

im doing the blender build and its time for me to upgrade my wepons, since i dont have a soul taker i would like to try crafting a nicer weapon
what base and Ilvl is ideal for 1H weapons (axes/swords) |
