Global Critical Strike Multiplier on amulet

Hey guys, I recently got this amulet:
According to: http://pathofexile.gamepedia.com/Item_Affix, global crit multi only goes to 38%. But looking at: https://docs.google.com/spreadsheet/ccc?key=0ArsB7KohOhhpdHoyZzU2WVZZNXQxMDg4MVk1b0FGbkE#gid=1, it says base crit multi can go up to 70%. What is "base" in this context? I do remember seeing amulets with 70% crit multi. Does this mean I'm interpreting the data on the wiki wrong? Or did the crit multi nerf on release also affects items (as well as passive nodes)? It got nerfed recently, google doc is not updated, so 38% is correct.
