Why do claws change from life gain to life steal at higher item levels?

Sorry for creating a new thread for what I imagine is a straight-forward question, but I can't seem to find an answer anywhere.

From level 1 to level 46, with the exception of Fright Claws at 34, all non-unique claws have the implicit "Life gained for each enemy hit by your Attacks" mod. But starting at level 49, claws switch over Physical Damage Attack Leeched back as Life.

This has always struck me as quite odd. Could somebody explain to me why this is the case?

The only explanation I could come up with was that:
- LSoH is too powerful on high level builds with a ton of attack speed through gear/passives/frenzy charges
- Life steal at reasonable percentages didn't provide sufficient healing until weapon DPS gets to mid-game levels. But they couldn't just put higher percentages on lower weapons because there was some way to abuse it on higher level builds that drastically scaled weapon damage.

Am I close? Will the 1.1 changes to life leech change anything?

IMO they should have alternating life on hit or leech claws per level tier and have both at the 3 highest tiers. i.e. 68-73-78 or whatever the case may be.

I agree with Serotriptomine. Life Gain on Hit should always be an option for claws rather than leech. It's particularly important for future hybrid life/energy shield builds.
