Show Debuff Icons On Enemy Panels

As the title suggests, debuff icons should be shown below the enemy health bar to help keep track of what debuffs you or another player have put on an enemy.

What would also be cool is a enemy panel toggle to show the panel above the enemy's head instead of the at the top of the screen. I prefer this so that I'm always looking at the action.
