Arctic Armour is against fire (and physical), not cold.

But but it's aarrrticcc. you are cold so fire doesn't heat you so much. hmm ok. it has bits of chunky ice or something that absorbs physical. hmm ok. but it doesnt protect you from chill??? you think maybe you should be chilled when you use it then?

that might actually be a nice idea.
what if AA reserved some of your mana (like an aura or Tempest Shield do), and made you chilled when active - instead of drinking-up your mana when you walk? hmm... Alva: I'm sweating like a hog in heat

the day Arctic Armor slows me down is the day I stop using it. No one wants to purposely slow their character down.
