Blurry background while moving

While moving around the names of items on the ground and people in town, noticeboard, stash etc. appear blurred and almost unreadable. The problem does seem to affect everything else in the background and monsters, too, but is most noticeable in the labels.

I use vsync on in the nvidia control panel and my framerates are a bit spiky but stay around 60fps. Tried vsync in game on and off, too, but that didn't improve it.

System is

The game runs well on the highest settings but using lower settings also doesn't improve the blurry background image.

In the past, the issues I've seen with this are related to the monitor.

Does your monitor support a 75Hz refresh rate? If so, you might want to try selecting it and see how it affects the blurred issue.
No it has only got 60 Hz but I thought with the 2ms response time this shouldn't be an issue.
It's a Benq GL2450 which is not expensive but generally recommended for gaming.

Until recently I had a monitor that was much slower and the blurring was the same.
the 2ms time is the draw time for a single pixel (prevents some ghosting).

On slower monitors that are LCD, the problem is that a pixel cannot "fade" fast enough between refreshes to not get a ghost effect. The faster response times help with that, but the refresh rate is also the rate at which the screen is drawn. They work together.

Generally the 2ms time you're talking about is the "black to black" time (although some measure as "grey to grey"). The 2ms is the time it takes from a black (uncharged) pixel to be charged to white then go back to black again.

I run a old crappy Acer AL1916 which I believe is a 5ms response time, but I run it at 75Hz. I have no ghosting or blurring issues that I can notice. I guess what I'm trying to say is, the blurring isn't an issue with the game or anything that GGG or us can control. It's related to the setup of your specific PC. I don't know what else you can try to resolve the issue other than a different monitor, or try adjusting more settings in the Video Card control panel (drive panel).

Maybe there's something in there causing the blurring.

Tests I've tried to do to fix visual distortion:

You can set all options in different configurations of "ON" and "OFF", but the visual distortion persists. It mostly happens while moving horizontally (left and right) across the screen in game with the character. Moving in vertically (up and down) don't seem to create as much distortion. The visual distortion is more obviously seen when looking at highlighted text such as in the loot dropped or highlighted text about NPC's names while moving your character. It looks like the text is vibrating to the point it makes it blurry to read, ONLY while your character is moving. When your character isn't moving, all visuals look great with a constant fps of greater than or equal to 60 fps. On average my fps is fairly constant (even while moving my character) and is only really affected when turning "ON" or "OFF" the "vsync" option in the game. I've tried using the Catalyst Control Center and Radeonpro to over-ride the in game options, but no combinations of CCC or Radeonpro settings seemed to fix the visual distortion. I've also tried to plug my Radeon HD 7850 card into a Samsung 42" HDTV using the HDMI cable I was using to connect to my HP 2511x monitor and the visual distortion persisted. I've looked all over the web for solutions but none have worked. I re-installed Path of Exile (PoE); didn't work. I tried all the CCC settings with the newest driver; didn't work. I defragmented my solid state drive with my PoE game installed on it; didn't work. From searching on Google, seems the PoE community are having AMD GPU issues with the Radeon HD 7000 series and possibly HD 6000 and HD 8000 trying to run PoE... I've tested different graphic options with different screen resolutions and nothing fixed the visual distortions.
I've also tested my HP 2511x with HDMI and Radeon HD 7850 setup with Battlefield 4, Counter-Strike Global Offensive and League of Legends, and no such similar blurry vibration visual distortions were ever present in any of those games, and they both ran perfectly fine with good fps and graphics. Makes me think that this could be a specific issue between the HD 7850 and PoE, considering my equipment is fairly high-end, and works with more graphically demanding games. In addition, I've submitted a support resquest with AMD about this as well.

Please save me and the many others who are plagued by this tortures visual distortion.
I had some problems like this when I was running in windowed mode. Something that worked for me was unchecking the "Use Windows XP Style DPI Scaling" found in Control Panel > Appearance and Personalization > Display > Set Custom Text Size (DPI)

At the time I was just running one client. I've noticed I still have problems running two. In fullscreen mode I can alt-tab switch and the graphics are fine. But there is a few seconds of black screen during the switch. So I tried running in windowed and windowed fullscreen modes. The alt-tab switch was much faster, but the game is choppy when playing.

Anyway, see if the DPI scaling thing works for you.
