What is Garena?

I keep on hearing stuff about Garena servers and I don't know what they are. Can someone fill me in?

They are the publishers of Path of Exile in Eastern Asia. They are not though developers, just publishers.

Offical East Asia publisher GGG co-operates with in order to supply East Asian players the ability to play on Steam. GGG did not co-operate initially with them, because it was not really necessary, I guess.

There's some legal issue where a company can't provide a service unless represented locally in some SEA country... not really clear on it myself.

It's very hard (in some cases even impossible) for western publishers to set foot into eastern Asia, so they leave it with some local publisher instead. Garena is the biggest publisher in the region. They also host games like LoL and HoN in eastern Asia.
GGG banning all political discussion shortly after getting acquired by China is a weird coincidence.
