All items that drop are white to start with. Rarity increases the chance of an item that drops being blue, yellow, or finally unique. There isn't a required item rarity level for any unique. But the more rarity you have, the higher your chance of finding a Soul Taker. More rarity means any Siege Axe that drops has a higher chance of being blue, yellow or Soul Taker. This number is made up, but say by default, a Siege Axe has a 0.001% chance of being a Soul Taker. If you have 100% increased item rarity, a Siege Axe would then have a 0.002% chance of being a Soul Taker.

Also, use Chance Orbs on every white Siege Axe you find. That's probably your best bet at finding one.

Another note: there are certain uniques that can only drop in certain level maps. For instance I believe it's Voltaxic Rift that can only drop in level 77 or 78 maps. This was a recent change. I'm not not sure if Soul Taker is one of those items; I feel like it's not. There was a list of all unique items that were a part of this change but I can't find it. I found my Soul Taker in Lunaris Temple back in July or August.

Final thought: If you login everyday with the goal of finding a Soul Taker, you will be playing this game in a perpetual state of disappointment. It is an incredibly rare item; it's not something that can be farmed. Chances are you'll never find one. But you will eventually collect enough currency to buy one, if you know how to sell the stuff you do find. Step one: start a store thread on the forums and put buyout prices on all your items.
