Use the "Book of Regrets" ?

So i got a "Book of Regrets" as a reward for the quest "A Dirty Job", it says Right-click to gain two Passive Respec Points. So if i right-click it i get 2 respec points that i can use later ? or do i have to respec them directly after using the book ? because i don't need to respec right now and i can't put it in storage and it's taking 4 inventory spaces...

Use the book to get the Refund Points, which can be used at any time.
