Quality Reduced Mana Support Gem

Does the reduced mana cost gained from quality on a reduced mana gem count towards mana reservation on auras? If not is this intentional?

No. Yes. Wording of effects is something GGG takes great pride in. If it says it... it does it. If it doesn't say it... it doesn't do it.

The mana on the base gem reduces the multiplier. The quality is just a "x% reduced cost". The mana reserved isn't actually part of the cost of the spell. As such, the quality doesn't affect it. This is intentional.

Like "Standing in tar reduces your movement speed"?

I always thought standing anywhere, in anything, when on foot, made your movement speed ZERO, but could be just me :-D
