INFERNAL TALC WON'T DEPLOY

The area is still blocked. I have the talc. It shows as a completed mission. What to do???

Did you get all the pieces and talk to the "not a cockroach" lady dalia?
(IE: go get the Ribbon Spool from Battlefront/Barracks.. I forget, and the other item from the Docks? Then go to Solaris?) |

Try using the talc after creating a new instance, control+click the waypoint and make New.
