Could you please confirm the character name of the character that is being affected by this? Could you also type /passives into the chat box, press enter, and post a screenshot of what the output is?

Posting a link to photobucket is fine, so don't worry about that. I've checked this out for you and it does appear that everything is matching up correctly, your characters passive skill tree has a total of 82 points used which does match the screenshot. Is it possible you have assigned the free points you had available at some point?
