Skip it and go to the Strand entrance.
Dark Altar is probably the quest place for final Act2 quest and Act2 quests are not implemented currently. |

As long as it's not a dark shrine, you don't need detection.

I'm pretty sure the Dark Altar is where you will summon the end boss of Act 2. Obviously that hasn't been implemented yet so it does nothing for now. You can actually see it in motion for a few moments in the Templar Trailer that got released a while back.
