highest cast speed on jewelry?

i regularly find wands with up to 19% ics, but never seen a ring with ics higher than 9%.
Can rings even roll higher or is it capped? (OP and all that) According to the affix tables it should be possible, but also no WTS for such rings ... Forums are SOOO much fun on patch day!
Casuals play because it's fun, not to achieve any goal unreachable with their resources. We are playing for the next difficulty, the next keystone, the next item upgrade. Not to feel better than anyone else. |

Not all items can get the highest rolls...which is why I don't like the Affix list on the PoE website.
ex: Armor can roll up to 109 Life, and a helm can only get 89. |

According to this site you can get 8-10% cast or attackspeed on rings. But i just used a forum search tool and i cant find any rings with more than 7% castspeed or attack speed. Wierd.. Last edited by royvisser1990#2571 on Nov 20, 2013, 8:21:16 PM

That's what I use for determining mods available on items. It is (or was?) a community-maintained spreadsheet documenting what mods could spawn on what items.
