Blood Rage doesn't apply leech correctly. Power Siphon doesn't grant enough charges.
I am playing a wandslinger Shadow here on another account, using Power Siphon, supported by Chain, Increased Critical Damage, Item Quantity and Item Rarity.
Using Inner Force passive and 5 aura's: Discipline, Grace, Hatred, Anger and Wrath, and a skillgem: Blood Rage. ![]() I have 3% physical life leech from gear, and a 20% quality Blood Rage at level 10, which gives me 9% * 1.30 = 11.7% = 11% increased leech, meaning I have 14% total leech. All good so far. ![]() Now after making 3 kills using Power Siphon, with Blood Rage active, the Blood Rage refreshes and suddenly I have only 9% total leech. All 3 kills were made by Power Siphon, yet I've only gained 2 Power Charges, and Blood Rage gave me 3 Frenzy Charges. ![]() This doesn't seem to work as intended. Would I be correct in assuming that at least 2 of your kills came from a chained Power Siphon? If this is the case then that is most likely why you only have 2 Power Charges instead of 3. As with Power Siphon and LMP even if you killed all 3 targets on one cast you can only gain a single Power Charge per cast was my understanding.
As for the Life Leech I think I saw somewhere, maybe in the skills forums, about the quality bonus on Blood Rage not working properly but I could be thinking of something else. Other then that I have no clue as to this issue and someone else, probably from GGG, will have to clarify it. http://www.pathofexile.com/forum/view-thread/36608
