Scion Location?

So I searched the forums for Where EXACTLY you free the scion from. I am about to finish act 3 and havent found her so I don't want to finish without finding her. I am currently in the Scepter of God. Can someone tell me exactly where she is? What zone and what condition to unlock her?

OK just found her in Upper Scepter of God, 3rd level, she is in a giant cage on a huge device that carries people up, hard to miss her.
