Does anybody know/can confirm whether or not these two microtransactions work simultaneously?

I believe they would b/c decapitation works with Ice Crown (not a fan of that combo though).

Demon King Horns and Decapitation, as well as Skull Hood and Iron Maiden are Helmet Skin micro's, which fully replace your current helmet, while the other helmet modifiers are Helmet Attachments, which just add on to your current helmet skin.
