Path of Exile 1 Gameplay Help and Discussion - A swig of Hope quest [Cruel] - Forum

Hi, I was able to complete this quest in normal and I cant do it in cruel, I have both items[ Chitus Plum and Decanter Spiritus] on my back pack but I cant find the docks NPC, he's not there, on control quest is incomplete..
